The ever increasing flow of goods and services across countries and continents demands that entities understand the complex national and international regulatory regimes around global transportation. In some markets there is a need to invest in crumbling infrastructure to accommodate growth in demand. In other markets new transport infrastructure for passengers and freight are being designed and constructed.  No matter the geography, it is critical that market participants recognize and respond to risks and opportunities created by transportation regulation. The nature of global transportation policy demands consideration of economic, security, safety and environmental, public contracting authorities, revenue and taxation agencies or regulators. 

In the best cases, regulatory arrangements are fair, transparent, predictable, auditable and challengeable –  however, in many localities throughout the globe the complex interplay of various regulators and standards creates confusion and uncertainty.
